Jimmy served as the Antitrust Division’s Chief of Staff during the Biden Administration and as a federal prosecutor and part of the Antitrust Division’s leadership team overseeing criminal antitrust investigations, litigation, and policy during the Trump and Biden administrations, including implementing policy changes to bring criminal charges for collusion affecting labor markets. Jackie Lem

Jacklin (Jackie) Chou Lem is a partner in the San Francisco office of Axinn, Veltrop & Harkrider LLP. She is an accomplished antitrust lawyer with nearly two decades of government and private practice experience, including 17 years at the U.S. Department of Justice Antitrust Division, where she most recently served as Civil Chief of the San Francisco Office. In that role, she expanded the office’s civil enforcement program and led significant merger and monopolization matters. Jackie has also prosecuted high-profile international price-fixing conspiracies, pioneered criminal monopolization charges, and helped shape agency-wide policy reforms. A frequent speaker at national and international antitrust conferences, she has trained enforcement officials globally through her work with the International Competition Network and other organizations. Today, she draws on her deep government insight & extensive trial experience to guide clients through merger clearances, cartel investigations, and high-stakes litigation.
