Recently, 2 Senators introduced the RAISE Act stating that bill “would replace the current permanent employment-visa system with a skills-based points system, akin to the systems used by Canada and Australia”. As a percentage of the population of each country, the Australian and Canadian immigration systems presently allow 3.5 and 2.4 times as many people to immigrate to their countries as does the U.S. If the RAISE Act is signed into law, the number of persons permitted to immigrate to the Australia and Canada would rise to 7.9 and 5.3 times the number of immigrants to the U.S. adjusted for population. This is because the RAISE Act would dramatically cut family-based immigration to the U.S., cancel the visa lottery and decrease the number of refugees by over 50%. Over the next decade, the RAISE Act would reduce immigration to the U.S. by 50%. Adjusted for population, the number of skills-based immigrants coming to Canada and Australia is already 9 and 13 times as great as those admitted to the U.S. What will this do to the availability of skilled labor? How do companies with office outside of the U.S. manage their workforce? What effect will this have on hiring in the U.S.?
