Debra Davis is Area Vice President, Compliance Counsel for Gallagher’s Western Region. Throughout her 17 year tenure as an Employee Benefits Attorney, Debra has specialized in developing effective strategies for organizational compliance with rules and regulations impacting employee benefits. Prior to joining Gallagher, she worked for a trade association in Washington, DC where she lobbied members of Congress, regulators, and their staff regarding the rules for employee benefit plans. She has also served as in-house counsel for a Fortune 500 company and was an adjunct professor at the John Marshall Law School. She is a frequent presenter, has written numerous articles, as well as authored a brief to the U.S. Supreme Court on benefits issues.
